There isn't a different procedure per se, as SEO works the same regardless of what terms you're trying to rank for. However, it is generally easier to rank for local terms as the competition is lower.

The process is the same and if you are ahead of the curve in your town/region you can get excellent rankings if you build enough backlinks and target the right keywords. Like any site, target the money keywords and make your site SEO friendly like having your most desired keyword in the domain name, preferably domain age, etc.

in terms of SEO, methods are still the same, but:
    - get links from other local sites
    - host it on local servers/datacenter
    - get local domain names ( very important )
    - make sure your whois information also has local address

AHa! you got it this is what I am talking about. I see my comp. website easily ranking in google.co.in (I am from India) But my site never ranks in google.co.in, it sometimes gets ranked in google.com after tiresome effort as we all know comp. is very stiff.

The only difference I think he has is that he has hosting with local hosting company.

Is it possible get ranked for my targeted country and US too?

Have you checked to see what kind of backlinks your competitor's site is getting? All other things being equal, the number and quality of backlinks will often be the deciding factor as to which site ranks better.

Ya he has got some low quality links from the blog he has set up himself, and what amazes me is that his whole site (ecomerce store) has got very less content i.e. words all he has are just pictures of his product.
As we all know google can't read images still his site has got some nice ranking.
