What is the difference between same domain links and none-domain links?

I mean can the links coming from the same domain sub pages improve SEO as well?

Or is it that just the links coming from other sites have a SEO effect?

For example, a site has 1000 links coming from the same domain, when it has only 1 link coming from other sites.
But this site has a good google ranking.

So my question is, the same-domain links, can they improve the ranking as well?

    When it comes to SEO on-page optimization, "Internal Linking" does matter. Look how wikipedia do internal linking, and Google simply love it. But proper incoming links from other sites (relevant) is also a must.
