Hi im saying that i posted a job and some applicant applied for the job then when i click on view alicants and then go to their rofile there is a tab called
Job Application and under that there is written contractors proposed terms and there is listed the bid/budget ,start date, duration and also linksto hire them or decline them and send message

If you have hired from odesk i think you would be well aware of it.

I'll admit that Odesk isn't very user friendly. But basically the steps are this: you post a job, you get many applicants, you pick a few applicants that you want to choose from and then you hire from the applicants that have gotten past the second stage. Then you have a "contract" with them that you can cancel at any time.

I found oDesk's system to be great and very user friendly. I really like their whole work journal, team room, and monitoring software stuf. Makes management pretty easy.

I just think you are over thinking it.

This is a great resource here if you have trouble understanding:
Posting Your Jobs | Reviewing Candidates & Hiring | oDesk Help -

but I'll sum it up for you real quick:

You post your ad, and in your ad you specify your job's requirements and expectations. Afterwards, many (hopefully) people will apply.

You take a little time to read through all of their responses, portfolio, test scores, cover letters, resumes, work history, feedback, and prices. Use this information to decide which people you would like to further investigate and reject the ones that do not appeal to you.

Then use the Interview System to send interview requests to the people you most interested in. Interviews can be done through odesk messaging, phone, skype, or chat.

During the interview process you not only interview them about their qualifications, but you also use that time to mutually agree on specific terms of the job such as deadlines and hours per week.

Once you found the right person for the job, just hit the hire button, on the hire page you can specify a few additional terms such as max hours per week (prevents them from working more than you asked for). Once you hire and the provider agrees the job starts and they are added to your work room.

odesk does't leave a lot of of room for error (like some other sites) because you specifically set your project details in the job posting, candidates enter an hourly bid, and you can specify a max hours per week. If they aren't meeting deadlines you can fire them, otherwise you always know exactly what the max it will cost you.
