Odesk is certainly the biggest. Then there is vworker, elance, scriptlance, guru.

It is okay to contact me! I have been developing software since 1999, creating many popular products like phpLD.

In my experience, Odesk has been the best.
Try Scriptlance if you're feeling lucky. Sometimes you get great freelancers but mostly its a lot of time wasted for nothing.

Guru and elance are also good options. Just look for rating and feedback before you hire and you should be golden.

Replace Myself is one of the best training programs also. The owner runs OnlineJobs.ph which is intended for you to hire your own full time employees. This is the most cost effective way to go if you are serious about outsourcing and running a business.

I would always suggest to hire a firm/company who has supervisor and manager who will be checking your staff to ensure the productivity of their work. You also have 1 point of contact if there's any issue or problem you have encountered during the course of employment.

I'd go with fiverr. Just make sure you read the user's feedback first.

Odesk for me. Never tried freelance.com or Guru.com because the service in Odesk is quite good.

I posted the same job on Odesk.com and Elance.com and the applications I received were more expensive on Elance, in general.

For example, for a health related 15000 words ebook, the average price the applicants asked for was 100-150$ on odesk, but at least 300$ on elance.
I'm not sure about the quality on elance, cause I hired some cheap writers through odesk.com - and as usual, some are good, some are not that good.
