i have heard people talking about that Google removed their penalties for duplicate content.

is it true ?
what exactly that means for us marketers?

Not sure I've heard that, maybe it was this excerpt from the last Google webmaster live chat (full version here: Q&A from the 3rd live chat, Oct. 2008 - Google Webmaster Help | Google Groups) that was being referred to :

Google has gotten good at removing duplicate content on a single domain from the index. For example, a WordPress site may, by design, have 5 or so pages with the same content. Google will only display what it considers to be the best one, typically this is the primary single post page. There is no penalty for this other than only one page with that content being shown in results.

However, on external pages, it is very difficult for them to determine the 'rightful' site for content. The content could be legitimately duplicated, such as in a AP News feed, or not so legit as with a scrapper blog. At that point, Google's algorithms sort out the best choice based on things like domain/page age, incoming links, geo-location, on-site SEO and probably few dozen more tests that Google uses to determine the authority of the site. Most of the time the best site wins but not always.
