Keword competition question

using the AdWords tool, would you say that if a keyword has "low" competition, it is indicative of the competition surrounding that keyword as a whole?

If a keyword gets 500 exact match searches per month but has low competition (say 1/3 of the bar is filled), is this because people are not bothering to put money into it, but using SEO methods instead? i have been doing lots of keyword research recently and come across some weird results such as what i consider to be big keywords having low competition and vice versa.

Typically the hard core Adwords advertiser's conversion tracking has found it's not a buyers search and have eliminated it from their campaign. If you found it then the adwords guys have seen it too, very low search volume KWs probably get few bidders in the first place.

SEO driven sites don't have the same immediate conversion requirements as a PPC sales pages, just get those non-buyer searchers to come back and buy later.

Don't underestimate the keywords if they are low competition. This doesn't always mean they are not buying keywords. Also, it's important to remember not to get too caught up in how many sites are using those keywords. All you are worried about are the first 10 sites on Google for your keywords. The other millions don't matter. If you can outrank the top 10 sites, you are in business.
