Can Anyone Reccomend A Good Backlinking Strategy or Partner?

Ok, I Get it...I need Links. Can anyone reccomend a good backlinking program. And not some "I will get you 30,000 links in less than 24 minutes from PR 12+ websites for $0.33" type of link building experts, but a slow methodical program designed for long term results.

I have the time to do it myself, but short of article marketing I have no idea what an effective strategy would be. Can anyone shed light on this?

    I use a keyword tool which lets you search for blogs and forums in your niche and then returns the links with their PR value. I think just order them from highest to lowest and visit about 5 of these a day and add my link to these blogs by commenting on the article. I'm not talking about spam here. I'm talking about really reading the article and adding a useful comment. I only do about 5 high PR links a day, but that adds up fast over a couple of months. If you're getting PR 4 and up links you'll be surprised how easily you can rank after a few months or two.
