My outsourcer said that he needed $50 US to open an account in his country.

Now, he says that 1,000 PHP is taken as a fee from each transaction.

Can this be right?

    No, it's not right.

    Paypal does not charge a fee to open an account. I'd guess your outsourcer needed money to open a bank account (just my guess).

    No, I've never heard of paypal charging a flat fee - 1000 php is over $22.

    There may be circumstances I'm not aware of as I don't pay to the Phillipines - but these requests would make me look for another outsourcer. Just my take on it.

    It does not look to me like 1,000 PHP is taken as a fee from each transaction in the Philippines.

      I'm from the Philippines and I have a Paypal account. Paypal does charge for withdrawal fees to my bank (P 50 or about $1) and $5 if I withdraw to my debit card.

      Your outsourcer can open a bank account with debit card for only 350 pesos (more or less $8) at Unionbank. This can be linked to the Paypal account for withdrawals.

    • Hi Ryan! I'm in Manila,... Have been running and growing an outsourcing
      firm here for more than 5 years now... I use PayPal's Mass Pay, a payment
      option available to business accounts, when sending funds to our
      subcontractors abroad, and I also ask my clients to pay us the same
      way...

      PayPal charges Mass Pay senders $1 per transaction worth $100 to $2000
      and $2 for $2000++ and above... I tell my clients to just deduct this $1 or
      $2 fee from the funds... Mass Pay is better as opposed to regular
      transactions or even personal paymets, where PayPal charges recipients
      4-6% of the entire amount, PayPal-funded regular transactions and
      personal payments, or 9-12% of the entire amount, for credit card-funded
      regular or personal payments...

      As mentioned earlier: Banks here offer a savings account, minimum
      opening and maintaining balance Php300 to Php500 or $8 to $12, with a
      Visa debit card, used for PayPal verification... And, these banks charge
      account holders Php50 for PayPal bank withdrawals lower than Php7500 or
      so... Hope this helps.

    With $50 to open an account is probably he might not aware of other bank like I was using or maybe he don't have a bank account yet nor credit card. Told him to open an EON card because it's only Php550 for opening an account plus having a balance of Php200 because the opening is just Php350. Why it needs a Php200 balance? It's because Paypal is charging $1.98 to authorize the account. So opening is around $13 only.

    The Php1000 fee per transaction is way too high. Withdrawal fee if the amount is less than Php7000 would negate Php50 plus around a peso each dollar withdrawn.

    He might not be aware or the amount he want to withdraw is around $1000 or he is just taking advantage on you.
