    It really all depends on what type of design you are looking for. If you want a flashy design with many different graphics. Or if you are just looking for something simple and works with all the aspects you are requiring. Also keep in mind on price. Some are going to charge alot for such designs while others would be cheaper and beable to implament such aspects but may cut corners rendering the design not functional. I recommend going over to a site like vworker and putting a job there for such work. You should beable to find a good designer their for a good price. Best of luck.
