Blocking his IP should be an option on the forum i think? Log into your admin panel and have a look.

Does your forum require email validation? each time they come back block their email address, im sure they will soon get bored. Ban all the IP addresses of public proxies you can find lists easilly

My experience is that if you keep banning IP, they will keep coming back.

So I already change their password to "Go FAck Yourself"...

Then I turn off their account.

They eventually get frustrated and quit trying.

I also had this problem awhile back but like the others say, ban their email and IP and use an email-verification and a captcha when registering.

Also check the domain of their email and if it some weird domain ban the domain too

It seems you are under attack by xrummer bot. So enable captcha and track those proxies IP to ban them. Usually spammers use a same set of proxies.
