I need help with Wordpress Permissions, or Users?

First off, I'm not asking that someone take me by the hand, just point me in the right direction.

What I want to do is set permission levels manually for a wordpress installation so that I can control who can leave comments and who can make posts.

I'm thinking this is available from within the CMS, but that's something about WP I've never bothered with. If not, possibly a plugin, preferably free?

Either I'm asking the wrong question or google is just out to piss me off tonight, but I can't seem to find an answer. So naturally, if google can't give me the answer, I turn to you guys!

    Did you check the Settings links at the bottom left of the dashboard?

    Click the Discussion link and that will give you all the setting for commenting.

    And for user permissions, you can use the Users are on the left as well to set each users level. Each level has different privileges.

    In, plugins Add New, make a search for ROLES

    Each level has different privileges.
    I see Admin, Editor, Author, Contributor, and Subscriber but the Codex is outdated and talks about Levels 1-10...I'm still looking.

    This should explain the roles:

    Roles and Capabilities « WordPress Codex

    You can add the users manually and then assign their roles accordingly. No plugin needed. It is built in. Unless you want to create a different type of role, then you will need more.
