I would like to modify some tags on my blogs index page. Do you know which file in which folder I need to find in my ftp account to get this?

There is no need to edit the index page if you want to edit the tags. Simply go to your Dashboard (admin panel) and click on Posts to get the sub-menu and then click on Pst Tags. Here you can edit, add, and delete any tag you like.

If you really need to use the index page for anything, please make sure you do a backup of it before hand.

The index page is located in the root directory of your blog. So if you installed wordpress in the root directory of your website (typically public_html folder) then the file name will be index.php.
File location would be "public_html/index.php" or "domainname.com/index.php".

That's correct. That's because php works differently html. PHP files are able to pull in info from other php files to show the complete page. So the index page of wordpress actually consists of several php files, some which are sidebar.php, page.php, single.php, functions.php.

Unless you know what you are doing, do not be making any adjustments to those files without backing them up first!

Do you happen to know which page in the blog files I can pull up to change tags directly, kind of like overpowering the admin cpanel.

There are a few plugins that allow you to manage your meta tags in WordPress. Here's one: WordPress › Meta Tag Manager « WordPress Plugins

First off, when you say "tags" are you referring to meta tags or keyword tags.

"meta tags" are commonly placed in the heading of all web pages (including the index page).

Keyword tags are placed on individual posts and are basically just keywords for each individual post and added as mentioned prior.

If Meta Tags, you can use many plugins to add them, like the All-In-One SEO plugin, the Platinum SEO plugin or many more. That way you don't have to mess with code within your theme.

If you did want to hardwire your Index page, you need to link to your site or tell us what theme, as the filename could be different. Most themes I work with, the "index page" as you refer to it is made up of several parts. The header.php, the home.php, the footer.php and sometimes sidebar and more.

Meta Tags go in the Header section. That header though is used on ALL pages of your site. And it isn't always good to use the same meta tags on ALL pages, they should be page specific. The plugins mentioned will make that part easier.
