    $17 is lower and $16.90 will be much lower. In any way $21 or $20.90 is higher comparing psychologically.

    21 is in the 20-ies... to me 21 or 25 is the same thing when compared to 17

    I see where're you going but you're definitely asking the wrong question. There is no psychology in your question: $17 is simply less than $21 and people would rather pay less.
