PayPal not sending debit cards?

This is a bit of a rant, but I'm interested in seeing how wide-spread this problem is. And it may affect those who sell intangible goods.

I was supposed to receive my new (renewed) PayPal debit card in early December, but it never arrived. I do have a street address, not a P.O. box. The activation link showed up in my account and I even got a warning email to activate the card, all as if they'd sent it. I didn't want to call and ask anything in case they "suspect fraud" or accuse me of having lost the card and lock my account. Since it still hadn't arrived by early February, I googled around and discovered this apparently happens frequently and follows a pattern.

They don't send your card, then when you call about it, you're told they can't just send a replacement, you have to reapply for the card. Then they reject you and say you have to wait another month to apply. I wouldn't mind reapplying a few times, but I've heard on more recent applications (post 2008 or so), they're very likely to limit your account claiming they can't confirm your identify.

Don't know if I was selected at random for this or if the fact that all my products are intangible means they'd rather I not have a card. Looks like the only option that won't get my account limited or locked is to wait until December and hope they send the next renewal then. :rolleyes: Gotta love PayPal.
