I am sure there would be some people on fiverr.com who would do this sort of thing. In fact I just had a quick look and found this gig that says they will do exactly what you are looking for:

emilylily: I will mass create accounts for $5 at Fiverr.com

Note: I have not used that person so can't vouch for them and there are probably others who offer a similar service. But you haven't got much to lose for $5.

You could just download the firefox plugin "imacro" and create your own. I have at least 50 accounts that are automated with imacro.
