Can You Blacklist On PayPal?

Does anybody know if it's possible to blacklist certain customers so they can't buy anything again from you on PayPal?

Can't seem to find any options like that.

    I searched for this option too in the past but
    unfortunately you can't...

    You can't stop someone from buying your stuff,
    if you use PayPal ipn to deliver your product then

    - Create a database of emails you want to ban
    - When PayPal call your system, check if the email is banned.
    - If yes, don't give him access to your product.
    - Refund him his money

    but that's pretty useless because he can change his email
    and still be able to buy.
