Why do I have 2 IP Addresses? (Dos command + whatismyipaddress.com)

I have 2 different IP addresses, when checking in the Dos command + a IP website.

IP Address 1
Dos command, typing in

IPCONFIG, then enter

gives me one IP address.

(Ethernet Adapter, DNS Suffix)

IP Address 2
Then clicking here, it shows me a different IP addres than above.

why does it give 2 different IP addresses?
Shouldn't they be the same?

    IPCONFIG is reporting the local network IP assigned to your PC by your router - typically these IPs look something like 192.168.100.1

    WhatsMyIPAddress is reporting the IP address assigned to your router by your ISP.
