You can put 3 links in the resource box. As for links in the article body, their submission guideline states:
1. Links in the article body should relate to, or support, your article content.
2. Links that are only used for keyword anchoring to your site(s) are not allowed.
3. Promotional links for your site, service or product should be restricted to your Author Bio.

Yes its 3 in the resource box - but for the main article body I'm not sure - I wouldn't put more than a couple though so you're not over linking.

  I haven't used goarticles for a while now because they no longer rank on google. I have a number of goarticles that were ranking well and bringing me some income, but some months ago they all suddenly disappeared from the top pages of google.
  
  In my experience goarticles are hugely unregulated and you can put as many links as you like.

We just normally put 1 link in the body and 2 links in the resource box. But if your not sure please check their guidelines.
