Are "Traffic Agents" Legal?

I have come across a website called " Web Traffic Agents." Are these type of websites legal?

      I don't know. I guess I'm worrying too much. They just seem too good to be true. It's like getting an instant flood of visitors rather than waiting for months. Since both of you mentioned that it's legal, I'm relaxed about it now.

      Thank you for expanding my awareness. Any other good Traffic Agents you can recommend?

    You are probably asking if they are legitimate or some kind of scam. I saw no red flags, their rates is not the cheapest, $6 cpm for small U.S. volumes, but you don't have to make a $1000 min buy like some media sources.

    Interestingly they mentioned that you can buy proxy traffic that been filtered out from the premium traffic by quality control for $1.5 CPM
