I always read about placing links on high PR pages.

So if a site has a PR of "X" does every page on the site pass PR. For example, say a blog or a forum?

Would you need to get your link into a thread, or a page, that passes high PR, or is it simply sufficient that the site be a high PR website on it's own?

Google assigns PR to every domain and every page. But every page on a site doesn't necessarily have PR assigned to the domain. So a PR 4 domain can have pages with PR0, PR1 etc.

While placing links you should definitely look for a domain with high PR. If you can find a page with high PR WITHIN that domain, i will certainly help to place your link there...

But domain PR also matters. Even if you place a link on PR 0 page of a PR 4 domain, it will help more than a PR 0 page of a PR 1 domain.

    Hope that helps,

That does help. I see companies that claim they will put links on PR6 pages and such, but I don't know if that means a specific page, or a domain with PR6.

It is not necessary that a domain with PR will have PRs for its inner pages. It depends on the backlinks. If those pages inside have backlinks from good PR sites, they will have PR of their own. Although majority remains with home page.
