Email Signup Bar that Always Shows?

Does anyone know how to set up the kind of email signup bar that always shows at the bottom of the web browser, even when the person scrolls down? Like the one on ppc-coach.com. Can this method be used on a WordPress site? Is this functionality part of one of the special WordPress IM packages/themes such as OptimizePress?

    Yeah there are several plugins for that. I personally think that putting an attractive opt-in form either as a banner ad at the top or on the top-right sidebar gets more submissions. Actually on all of my sites that I use a list that's the case.
