Step wise guide to allow 3rd party javascripts on self hosted wp blog

Wordpress by default has some stupid issues.
1. You have a no-follow tag which makes outbound linking useless
2. It restricts the use of 3rd party widgets and stuff or any 3rd party javascript/HTML for that sake.
Can anybody help me with the #2 problem?
I manged to get rid of the #1 problem, but couldnt find a step wise guide to the #2.
Any help would be greatly appreciated.

    I still don't understand #2. My understanding is widgets are plugins and anybody can write a plug-in for WordPress, put it in plug-in directory and activate it.
