niche sites services?

I am planning to build some small websites for adsense + affiliate marketing income.

I tried searching for people who provide complete niche sites packages but none of them were of good quality.

Should i hire different people for content writing, building backlinks etc? OR it would be a better idea to outsource that to a team who do the whole work.

Currently one company is offering following mini site package:

- niche selection with at least 1000 searches in a day
- 2 articles
- Custom header
- Installation and set up




All this costs $50
Is this okay price?
