Two other excellent places to find cheap Filippino workers are:
Best Jobs Philippines :: Philippine job search, job bank, employment and recruitment

and craigslist: manila mga classified para sa mga trabaho, mga apartment, mga personal, binebenta, mga serbisyo, mga komunidad, at mga kaganapan

Both these sites can provide you highly skilled workers at cheap rates.Of course,the rates depend on the kind of job,skill set and experience level.

I particularly use the BestJobs.ph site.According to my experience,you'll need to test several workers before you find an ideal one.

Most of the workers exaggerate their skills and experience level on the resume board and only a practical test will allow to know if the particular worker is suited for your job.

  I have had a lot of success with Outsource to Freelancers, IT Companies, Programmers, Web Designers from India, Russia, USA, and more, make sure you create a job posting with the specifics of what your looking for. Some postings I have gotten up to 50+ applicants.
  
  Don't always discount the ones that are new to oDesk. Some of them have been my best workers.
