Search Engine Traffic and Ranking for Static Websites

I am aware that Google "likes" sites that have updated content with current blog posts, etc. If you have a site that is more just a website and not a blog, in other words, static, how can you increase your ranking in the search engines? I am using Wordpress, just because it is easier, but I don't anticipate having regular blog posts.

Google LOVES links, so keyword rich anchor text back links. Get as many keyword rich anchor text back links, that will boost ranks for that page for that keyword.
