banner ads PPC or CPM?

When banner ads are displayed on most websites (ecommerce sites, internet forums, free email inboxes, etc.), are advertisers charged per click, or per impression (CPM)? What's the norm?

    Either or, it really depends on the website owner. I would say places like blogs, forums, etc would more often than not charge per number of impressions or per period of time (week, month, etc). They do this because if they only charge per click, then their income is dependent on the quality of the ad being served and the number of clicks it drives. With CPM they know they will get the same amount of money regardless of how well the persons ad performs.
