PayPal Problem (Again...)

I usually don't go asking for advice on stuff like this. I try to do a little research myself and work something out. Long story short:

Three months ago my PayPal account got limited with about $14,000 in it. Okay I gave them copies of everything that they asked. Then I called them and they said they never got it...while all this was going on I ended up putting AlertPay buttons on all my websites so I wouldn't lose anymore sales.

Anyway they ended up reinstating my account after a week of back and fourth, but I kept using AlertPay because I was just too lazy to change the buttons back to be honest lol. So today I decided to use my PayPal account (now with only $2,000) in it to send money to my daughter. FROZEN.

Well I called PayPal and got off the phone with them about three hours ago (they said they would call me back and haven't) and I am totally livid. So yeah, I did research on the internet and I wanted some people's opinions.

First, PayPal is claiming that I have engaged in "risky behavior" and they can't do anything for me. They wouldn't tell me what it was. And no, I didn't use my Paypal to gamble, buy anything that is listed in their prohibited list, etc. Between when they unlimited my account to now, I have only done TWO THINGS: 1) I started withdrawing my $14,000 slowly over time (direct deposit to my bank) and attempting to (today) send money to my daughter. WTF?

1) Can anybody give me a hint or clue as to what I can do (strategy, advice, whatever) on how to deal with this?

2) Your opinion on this: Doing my research online there is a website offering something they claim will solve all my problems regarding this issue. I don't know. I'm tempted to buy it but because I'm desperate to get this last 2k to my daughter that I'm willing to believe anything!! Should I buy this (I found this while doing a quick online search for paypal alternatives to help answer a question somebody had in another thread),

I don't know what to tell you about fixing the problem you are having but most people do not know that it is your responsibility to raise your monthly amounts that are processed by PayPal.

If you don't and you go over the default amount, your account will get flagged for fraud. Keep trying to get your account repaired. I learned the hard way back in 2005 I had a membership site bringing in over $7,000 per month and got my account frozen.

I did get my account opened again but when I did, all the recurring charges for members where gone so I ended up with a free membership site.

    Good luck,

...how to create multiple accounts while keeping your real name, address, phone number, social security number, bank account number, and credit card number totally secret and safe!
And then goes on to claim "fully legal method". That doesn't make sense.

I wouldn't touch that site. I'd work with paypal to either re-open the account or to have the acct closed and money remaining in it sent to you. Removing money to a bank acct from an unlimited PP account shouldn't be a problem.

In another thread recently, someone mentioned having paypal limited after they had sent money to a family member (unless the OP posted that comment). Made me wonder if sending to a family member with the same surname might raise a red flag at paypal. Don't know but it is curious.

Is this the monthly amount you are allowed to RECEIVE or SPEND/Transfer?

Also, can I assume this amount is currently shown on my account profile? Thanks

I have located the area in PayPal where to edit this setting so your account does not get flagged...

Login to your account at PayPal and click the Profile link. Make sure you click the "See the classic Pro file version" link on the left side of the Profile page.

Then click the "Business Information" link. Always check these settings to make sure you are not going over the limits you have set or your account will get flagged.

        I hope this is helpful,

First, make sure you read their T&C closely. If you're sure you're in the right, keep escalating it to the next supervisor level. Write a letter demanding your money and saying you are considering all options including legal action. Complain to the BBB. Do an internet search to see where else you can complain about consumer issues -- maybe the FTC for example.

What sort of account do you have?

What I find most is businesses are trying to use a personal or premier account and this will always lead to problems.

You should have a business account if you are selling online.

They can go to hell. Before any smart a$$ puts in his .02 about what happened, shut up before I smack you. PayPal sucks.

I had PayPal for years with no problems, tens of thousands flowed through my account on a monthly basis, then one day I log in and my account is frozen. No email, No phone call, zip. The losers at PayPal said I do Internet Marketing, no chit Sherlock. What the hell did they think I was doing for the last 4 years with them? Told me my Internet business is now considered Risky even though my track record for refunds was 4%.

After numerous talks the losers at PayPal told me I could continue to use them but they would withhold money for 91 days, then release. In effect any money earned today would be paid out 91 days from today, a rolling payout. Did I mention PayPal sucks?
Do you want to know why the want to keep your Money? It's because it will gain interest in their bank account , Imagine if they had 10 Million of People Paypal money. That's quite a bit of interest.

Don`t buy this... I`ve bought it (99% sure it was this one, if not, something very similar) like a year ago. It did not contain all the promised information. Did not help to get the problem solved, except for making me believe that I need to always be "friends" with PayPal instead of fighting with them.

For me, I`ve had my accounts frozen several times for the very same reason: it exceeded either the sending limits, or receiving limits. Always make sure you don`t exceed them (and KNOW what they are). If you see you might need to exceed, lift these limits better sooner than later (yes, you`ll need to provide all the same info and papers to them...).

    Hope this helps.

Paypal is like the DMV, annoying and bureaucratic but a necessary evil on the IM road. While limits are a big part of the paypal flagging alerts. Another is any association with a closed account.

About 6 years ago, I checked my paypal account from a public library, three days later I was limited. After 2 days and 24 calls I finally found out that I'd logged on from an IP that had been used by a suspended member. It took quite a bit of doing to find out what happened.

Not saying that this is your case but the all reasons for a limitation are never provided by one person. If you really want answers you'll have to prepare for the long haul. Unfortunately, it will probably only garner you answers but no lift on the limits.

Sorry this happened to you. This is the scary risk all of us take when dealing with the "Big Pee Pee" they can and sometimes will hold your money.

At least in this case it was a 90day rolling release. The TOS allows 180

Trust me all the questions you ask above are all the wrong ones. With Paypal all of that doesn't really matter. They are the Almighty and can do what they want and when they want with your account.

And please don't even try to use the answers to those question as a possible justification of the FROZEN account.

I had mine limited and so on and so fort but at the end of the day I had my money but it does not change the fact that they do suck big time.

So you think paypal doesn't care about what you're selling? I assure you they do. They also care about what they THINK you're selling. Which is all that really matters.

Account age does matter, especially if it's a new account.

You've taken my questions to indicate that I'm defending Paypal, when all I'm doing is trying to learn from this situation.

The OP has not said what he has done that might constitute "risky behavior" in Paypal's eyes, even if they're wrong.

  • I had an issue last week and customers were calling me to say PP was not processing their payments. I tested and found the same issues. I called PP and a young lady said it was my hosting company and shopping cart. Called Go Daddy and they spent almost an hour and a half into source codes etc. They said that everything was perfect and PP was dropping the ball. I have to compliment Go Daddy for the fact they didn't give me the run around. (This time.)

Back to PP, while losing sales like crazy driving me nuts!

I asked the person "Level 1" lets call them, to send me to a level 2 and level 2 to level 3.. They passed me up line with out hassle as I mentioned I was about ready to scrap their system because I could not tolerate the lost business. I guess they didn't want to tolerate losing my business.

All was communicated professionally and they knew full well they were dealing with an "Internet" "risky" shopping cart. Level 3 spent time and dug around and with out explanation on their part with out owning to any problems it magically was resolved.

All this to say that PP can mess you up and you can lose revenue. But I've had issues for years with any 3rd party institution that I receive revenue through. There isn't a simple answer but a necessary risk to do online line business I guess. You can't do cash anymore or they think you are doing something illegal, checks bounce, PP and Credit cards fowl up.

Any one for bartering? They are coming to take me away..............

It's happened to the best of us. I had over well over $20 000 in my PayPal business account that was frozen. I had to wait 6 months to withdraw my funds. During that while I just created a new account so I didn't lose any business. If your accounts frozen, theres a high % chance you'll have to wait it out, no matter how much you appeal.

One thing I always do is to keep an open dialogue running with the support staff on any changes I make to my business model which would show 'different' activity profiles in my account.

For example, when setting up a members site, I informed them what I was setting up and reassured them that all of the correct legal notices were in place on the site and that there were instructions for people to cancel the sub if they wished to. I then said that, obviously, there would be a greater number of recurring billing payments being set up as a result and that it should not be flagged as unusual.

I also informed them when I was travelling out of the country so that multiple log ins from multiple overseas IPs did not raise flags.

By doing this there is something on record at least if the system decides to flag and limit your account.

think about it, Paypal makes 3.90% - 5.90% out of each single transaction.

According to wikipedia, PayPal's total payment volume, the total value of transactions, was US$ 60 billion in 2008, an increase of 27 percent over the previous year, and US$ 71 billion in 2009, an increase of 19 percent over the previous year.

That means an average of AT LEAST 4 000 000 000 USD (4 BILLION dollars) in fees
every single year, PAYPAL'S PROFIT !

I still don't understand why people to continue to use paypal instead of a tradtional merchant account. Being in the merchant services industry now for a quite awhile I understand some sites and services are difficult to get a merchant account provider to underwrite due to the high charge back ratio's and for low volume merchants its more economical(until they freeze up your money) If you can get a merchant account do so, as there so many benefits to it and none of the horror stories you hear about paypal.

      There is ALWAYS a reason....

Right off the bat, you need to realize that PayPal, like any successful business, is going to do whatever is necessary to protect their interests, as well as the buyers and sellers.

Then you need to understand that they are themselves subject to numerous financial regulatory agencies in different countries around the world. Their compliance with the laws and regulations they must follow are the reason why so many accounts are limited or frozen.

After that, they've got their own policies they've put in place to protect buyers and sellers (along with themselves), to make sure they maintain their reputation and growth.

Foremost among these is looking for fraudulent behavior on the part of buyers and sellers. This often leads to accounts being limited or frozen until everything can be sorted out.

I was just talking about this with my PayPal Account Manager the other day - according to him, the most common reasons for accounts being limited, frozen or requiring a rolling reserve being held are (in order):

      1. High ratio of complaints to transactions
      2. High ratio of refunds/charge backs to transactions
      3. Violating PayPal policies
      4. Failure to follow stated Refund Policies
      5. Poor/non-existent Customer Service/Support

And I'll give you two guesses which "Industries", have the highest frozen account record, but you'll only need one - IM (Info and MMO products.)

PayPal is exceptionally well aware of what's going on in IM as well as other markets. And they are well versed in IM - they follow trends in it closely.

There is ALWAYS a reason why accounts are affected negatively and whether the account owner admits to it or not, they know the reason why and rather than be accountable, they piss and moan that PayPal screwed them, when the opposite was true - they got caught screwing PayPal (or trying to).

I get sick and tired of hearing the complaints about PayPal - you play ball with them and you'll never have a problem. You try to sneak around their rules and you get what you deserve.
i am sure lots of innocent folk get caught up in paypals "fraud investigation" and it must be very worrying, time consuming and aggravating - these innocents(maybe not all of them are innocent but some will be) have a right to air their concerns and dissapointments at the process they need to go through to clear themselves and get their accounts back in order -- if this is a long and aggravating process to the consumer then paypal need to be made aware of this as its a reflection of paypal customer service!!! people get to hear of what they view as bad customer service through forums like these - so i am not "sick and tired" of hearing complaints about paypal because its a reflection of their business as many people see it - which can only be good to know

You absolutely have no idea what you are talking about.

My account got frozen for no reason. I run a legitimate SEO and web design business and sell products occasionally here on the forum.

I provide perfect customer service. I've had two chargebacks in a year out of nearly 15,000 transactions. I've had about 20 complaints.

My account got frozen. My money got held.

I took the right channels to get my account reviewed after they told me it was not something that could be appealed, and it got re opened, and they apologized, as well as gave me free services for a year.

Their account review process is a joke. I've gone through it.

My accounts now in good standing. Thousands of people get screwed by PayPal every year. My parents ran an eBay business, did over 25,000 transactions a month with PayPal, and out of nowhere their account got frozen as well.

You're not speaking from experience. You're speaking out of spite and ignorance.

I had to drop my two cents, because as somebody who did get screwed for no reason, and won my battle with PayPal, I hate to see people speak on topics they're not versed in.

However, I don't know the OP's stance nor situation, nor if they are in the right or wrong. It could be a situation where they deserved it. The general comments you just made really upset me. They held over $10,000 of my money for 72 hours, told me I couldn't have it for 180 days, and eventually I got it right back after having my lawyer contact them and annoying them up down left and right until they did a REAL review of my account.

I have a family, I have financial obligations, and the fact they did that almost put my family in the gutter. That's not a situation anybody deserves, especially from a company who is holding money outside of the law and rights that they act under.

PayPal is a money transmitter, not a bank, and not in any state are they licensed to hold money nor freeze funds and hold onto them.

To the original poster: If you want some information on how they are licensed in your state and how to go about this, PM me and I'd love to help out.

My conclusion is to ignore your opinions on this topic as you consistently jump in to bash paypal at every opportunity.

You can't estimate profit for paypal because you have no clue what expenses are for the business nor can you judge the accuracy of numbers found online.
The increase in gross profits could be a reflection of the upward trend in internet purchasing. Could also be a result of the ebay purchase.

It's not a perfect system - but it works for the most part and when you have problems, you can usually solve them if you are doing nothing wrong.

this story sounds familiar, is it new or from few weeks ago?

Sounds like paypal can be a source of problem :p

This makes me wonder about something mentioned in this thread , paypal business account - will i need this as a simple affiliate ? , also , what about constantly withdrawing funds to your bank account so you're sure not to get your money frozen at once ?

And by the way talking about ponzi and world economy ..what about the fact that money is virtual and does'nt exist ? (except maybe for the world bank, IMF, privates banks and stuff who print money..) this is a totally different subject .. sry for going off topic but i had to

      Josh,

Don't be afraid for your future earnings.

Like so many others here and I'm betting that will be the majority of Warriors, have never experienced a problem with PayPal. Over the last 6 years I have received and sent thousands of dollars in my account without a major problem and only 1 or 2 minor problems.

A phone call to PayPal on the minor problems and the problems were resolved. I have never had my account frozen and I suspect its because I have stayed up with their policies and stayed away from marketing any products, which violate their terms of service, that were questionable in my own mind.

Let common sense and due diligence on either your own or affiliate products be your guide and you will keep your future funds safe.

P.S. Common sense will also tell you that the Numb Nuts of this world (see the above post by worldnein) blame all their problems on the FBI, PayPal, and every one else. His ramblings add nothing to the value of this thread.

It blows my mind how a "financial institution" such as Paypal can be so cryptic in their explanations. Who the hell do they think they are, Google?

Just two days ago, Paypal for no reason, put a temporary hold on
    two of my outgoing payments.

It seems my account was selected for a periodic review.

I talked with them on the phone and the holds were removed
immediately. But I've heard of people having experiences
even worse than this with Paypal.

Why not just get a merchant account and use both? I use paypal and authorize.net

Not only do some customers do not use paypal, authorize.net is 30% of my business. In addition, in case I lose paypal, I have a backup that is already working.

I look at paypal as a company that enables thieves or people that try to get something for free.. Yeah you know the guy hitting the dispute button before he even finishes his download.

You have just been screwed royally by the dark side of PayPal..I've been there.

It's a horrible place to be when you've got bills and employees and countless other expenses to pay.

What I personally did was track down the home address of the PayPal director here in the UK and paid him a visit.

Unless you can do something similar you'll just have to bite your tongue, set up a new account with a new company, and wait 6 months for the old accounts funds to be released for withdrawal.

Sadly paypal are convenient and also pieces of absolute **** - an unfortunate combination really, but they get screwed by hackers every day, so what can they do?

This again, huh? Let me repeat my post from last year, when this question came around.
Paypal is not a bank, and is under none of the legal constraints a bank has to meet when they handle your money.
Paypal basically can do anything they please with your money, and you have absolutely no legal recourse.
My solution was to get a Paypal debit card. Now, when a payment hits my paypal account, I immediately pull the money out and put it in my bank. I'll continue to use Paypal, I just refuse to let them hold any of my money for any reason whatsoever. I KEEP my balance at zero, and guess what, they've never frozen it.
Money laundering 101? So be it.

Paypal can be pretty draconian when they want, it's unfortunate that they are the only player in the market, they didn't use to be like this

I would be on the phone day and night trying to get my money. If that didn't work I would march up to the headquaters to talk to somebody face to face with the necessary documents or whatever they needed.

That is just crazy for the person who said they had to wait 6 months. I mean 6 months! unreal.

this happened to me last year with a lot more in paypal and they froze it.. it was froze for around 4-5 weeks.. I asked them what info they needed and rang them every single day to get any progress.. for the first 2 weeks it was a waste of time.. but then I started to get a lot more response from then..

You need to persist in phoning them up and ensuring all the id info etc has been send onto them...
