Congress Internet Tax law? - Would RAP Sellers + Uk people be ok??

This tax has been talked about,

1) but if it comes into play, would the people in the UK be ok?

or even if the majority of the uk sellers have USA affiliates, then they could still be affected?

2) and What is the best option, for your marketing, in order to avoid being hit by this ?
for example, Have your own product? (with affiliates promoting it? )

3) From 2), can the affiliates promoting your RAP product be affected by this change ?

4) From 2), can the affiliates promoting your Clickbank product be affected by this change ?

    The people in the UK would be okay and it don't matter if you have your own product or being an affiliate for something. And if it they come check you, you will only get a warning for your first time and after that I would start a real business covering everything you did on the internet.

      What if you are from usa, and are using RAP to promote things? with majority of affiliates being usa?

        With CB everyone "should be" ok. It's really CB's problem as their terms are they become the seller.

        And IMO, RAP-type affiliate programs should also be "OK", as the affiliates are being paid directly. However, in this situation localities could say that affiliates would need to pay local sales tax, depending on what they live.

    This is a very interesting scenario. I know that here in Canada, as a corporate owner, under certain conditions you will need a GST/PST Id number. Which means you are required to charge a sales tax of X amount to your customers. Specifically, here in ontario, we have a harmonized system, of 13%.

    Which means that if the payment is being made to me, and the sender is located in Canada at the time of purchase, then they're required to pay tax. (Depending on the province they are in, I have to charge different amounts too).

    Now, in this case... I wonder, does that mean ONLY when the sale is being paid to me, is tax charged... And not charged in the other situation.

      Aslong as they dont start start asking paypal customers who promote products using $7DSS to pay tax, that could get messy and complicated.

    RAP type sites aren't really affiliate systems. So IMHO it would be determined by who receives the payment on a case-by-case.
