So apparently soon we can vote for our site to rank on google?

Am I reading this wrong because I find there are many ways this can easily be abused? I am guessing google is trying to connect with the social aspect such as with facebook and twitter but combined into a Search Engine but the problem with this is that it would be just way too easy to rank?
Imagine how much easier internet marketing would be.
