I know there are a ton of exit splashes out there... any opinions on which one is 'best'?

There is: Dave Guindon's Exit Splash Unleashed

which i see many using on sales pages to catch details or downselling

Popup Domination - Get More Subscribers & Make More Money In 2011!

Seems to be very popular but seems to be mainly used on blogs or content websites.

Those are just 2 that come to mind. I know there are also those psychic pop ups but i'm not sure which the best one is

I probably would also go with exitsplash.com because it's best known.
Bur I recommend you just to write a script for yourself (or ask anybody to do that (i did it myself)), it's like 5 lines and that's it. There is no point to pay money for that
