What's the best way to use Traffic Exchanges and Safelists

I read a thread yesterday about if Traffic Exchanges work. There was mixed feedback on the subject.
Well, I am starting a new campaign around a squeeze page that offers a free product, and I want to do my advertising in Traffic Exchanges and safelists.
I've heard the good, the bad, and the ugly, now I'm wondering if I can get some practical advice on getting starting in Traffic Exchanges. What characteristics should I look for in a good traffic exchange? What are some of the best? Some of the worst? Is there a certain mindset I need? Should I send Credit mailers? Should I upgrade, or just be a free member.
Anything else you can offer?
