Maintaining PR on expired domain

What is the method which you have used to maintain PR on a expired domain you have purchased.

I am waiting for an auction to end for a domain I want. The domain was a PR2 domain with a couple hundred backlinks, several are PR5 and lower. The domain has 4 pages of indexed pages in G. It is a 7 year old domain.

The website from what I can see, was just being used as part of a network to sell links on. It just has pages of articles with an outgoing link to money sites.

The reason I found the domain, I was from looking at backlinks from a competitor website.

If I get it, should I just build back what was there and just point to my site. How do I keep this PR, I know I need to make backlinks, but what else should I do. Should I just 301 to my site? or have content as it had and build backlinks to my money site?

    My understanding is that it's a good idea to turn on whois privacy immediately when you take over the domain to help protect the PR.
