Does Anyone Know How This Pop Up Opt In Box Has Been Done?

This isn't an exit pop up, it actually comes up when you are on a page. I think it comes up after a certain amount of time(3 minutes or so for me). I really want to use something like this for a site of mine. If anyone has any idea how it was generated, what software etc, that would be great

Edit: I had a feeling the site uses one of the WP Elegant Themes, and it seems it does. I think they're using 'The Source'. I'm a very happy Elegant Themes user myself. I'm hoping they are just using some kind of plugin for the pop up.

BTW, I've already been looking at pop up software, and the only thing that has really caught my eye is Pop Up Domination. I'd rather spend less than $97 if possible though. Maybe there's even a free plugin out there somewhere. I have read about there being issues for people using Firefox 4.

    It wouldn't load the popup for me for some reason.

    Is it a standard light box with time delay?

    If so, Digi List Builder does that along with many other opt-in features.
