Building a list

Hello all

I was wondering if any one might have an idea of how I can build a good list without having a website. I have not created any landing/drop pages with a opt in generator.

Thus far I use
ppc
forums
blogs
ads
articles

But none really generate a good list of future prospects. I don't want to spam unsolicited peeps. I'd rather have a viable source list of my own.
Plus I really don,t care to spend money on a potentially cold or oversaturated list.
