Hover Ads for HTML Site

Hey guys

I need a hover ad on the left hand side of my screen like this site has:

In fact, I would like to look almost exactly like that

Any suggestions? I am pretty low on cash after buying Click Locker Pro and Answer assault so I am looking for a free/fairly cheap option.
