I have a friend who runs a local travel blog. He posts news about the city, provides advice to the latest hangouts - etc.

He just bought a website that is a local travel forum. The forum has a PR3 and the blog is a PR0.

What would be his best course for gaining some link juice?

301 directing the forum to his homepage, thereby getting the link juice...

or 301 directing the forum to a page . i.e. websitename.com/forum

Any other suggestions when it comes to merging a website? I'm a little unsure as I have had no experience with it myself.

    It's not clear what you mean by 'merging'? From what you said it appears that you want to transfer PR from forum to blog. I don't think you need to "merge" them for that or use redirect, just link from forum home page to the blog and if the number of OBLs on forum is not high, you will sure get for blog PR1 or even PR2 after the next update.

    Also, your concern with PR is not clear to me. PR is only indirect indicator of site quality, much more important is traffic and permanent auidience/subscribers. If you definitely want higher PR nevertheless, than start building links and you'll get it.

    The building of links is the important factor, you need to constantly be building links to rise in the serps.
