Want A Paypal Debit Card? Here's How You Do It!

Hey guys,

Yes, exactly as it reads. I've been able to receive the Paypal debit card for quite a few years without any kind of problems no matter if Paypal doesn't actually send it to my country.

Does it violate Paypal policy? No it does not. I had to talk to Paypal numerous times to finally figure everything out. After quite a few hours and numerous years, it's still quite simple to get a card if you're internationally based. A friend of mine from Argentina recently did it too, so I am just adding practically the same message and adding it here for a nice 4th Of July gift!

Here is what you do:

- Open a mail forwarding account at Online mail management for online postal mail, package and mail forwarding, virtual mail rooms and more | Earth Class Mail.
- Get a Pre-paid Visa/MasterCard Debit Card from Netspend at Prepaid Cards - Debit, Credit, and Prepaid Options - CreditCards.com . Yes, the #2 or #3 card in that sub-page. Make sure you've completed step #1 and then add the PO Box or state address you purchased a forward mail from earthclassmail in the actual pre-paid Visa/MasterCard form.
- Add the NetSpend optional 'free' bank account in your paypal.com account and have paypal confirm it by having their automated system withdraw 33 cents or whatever the cents amount they've at moment for verification.
- Add the Netspend pre-paid Visa into your paypal account and have it confirmed by paypal (they'll again deduct some cents to confirm your identity and account)
- Ask a friend from the US states to log in to your paypal account and fill out the request for a paypal debit card with your new confirmed earthclass mail address.

I've had my paypal debit card sent to me this way for years, and I live mostly in Puerto Rico where paypal does not send a debit card. The advantages of having a paypal debit card are quite logical if you have online businesses and paypal as your payment supplier, so for you guys international and those that have wished to have a paypal debit card...

    Edit: I have problem with "ask a friend from the states to log in"....since paypal accounts already have been frozen if there is a login from another country?

      That's correct. Yes indeed, an established "business account" on paypal. My Puerto Rican address is my "confirmed" address and my US state address is my "home and business confirmed" address.

      Also, you'll need to have someone on the US login to your paypal account for system I.P verification for the first time, then in every single new debit card renewal it won't matter once you call them up for the replacement card. Don't use stuff like hidemyip software or the similar, the paypal system and someone with small I.P location experience will detect it. So go with the "Friend" option to speed the card delivery.

      Also, I'll personally call them 1 month and a half before my card expires, just to make sure everything checks correctly with previous address and everything gets added as a 'note' in their debit card department.

      It wasn't easy the first time, but quite worthy! I am not sure if I am the only one that has done it, but I am sure it'll be well worth it with everyone that wants one.

        So, you need to convince some unsuspecting third-party to commit fraud on your behalf for this to work?

      Also, a couple of more facts. At least, that was the process with EarthClassMail and NetSpend.

      I'm in Puerto Rico right now, so that means overseas policies to EarthClass mail. Meaning? EarthClassMail required that I sent them an affidavit from a lawyer or a postal office clerk confirm my home address. No post office clerk/super agent will actually do that unless he/she knows you personally (or you get extremely lucky), so I went ahead and paid $30 for an affidavit with a lawyer to actually sign and validate my personal address I was adding on EarthClassMail.

      So in total:

      $60 bucks for 1 month in EarthClass Mail
      $30 from affidavit
      $10 fee on your NetSpend account which you'll use once and activate later for another renewal

      A nice $100 investment to get the Paypal Debit card the first time. Then every 2 years you just spend $70 to get the new card sent to you.

      Besides, paypal can easily pay you between $10-$25 monthly once you use the Paypal card. So your one time investment at the end of each year will be returned numerous times.

      He might be the only one. I've access to Joaquin's paypal account, so I can confirm that it works. As it looks, it might not be done in 3 minutes, but seems to have worked very well for him.

      Makes you one of the coolest guys in Puerto Rico Everyones always asks me how I got it if I am living here, so, its quite good to have it instead of having the withdrawal option as the only option. Where there's a will, there's a way for almost everything!

    I am glad I don't have to deal with all of that. But I have also told people how to create there own bank account by using debit cards. That way they can still open up a paypal or alertpay account.

      I just saw your post on getting a new PayPal account and i have a question.
      The option to get a US postal forwarding address do you always keep those?
      I see that it costs $19.95 per month and to me that is expensive. So what do u do with that after you have your Paypal account and card?
      Oh and can you use a proxy to do the step where you say to have a friend in the US sign up for you?
      Do you continue to use your real name?

        With paypal debit card to have instant access to funds on your paypal account... You can use a proxy or just any T-Mobile or AT&T phone set as tethering will work since all AT&T & T-Mobile phones have US IP's...yes always real name...

        And for those of you asking if "Boricua" is right with all this procedure... yes it does work... I have my paypal debit card using this metod. (you may also set your Banco Popular card or any other local bank card with a US address and this will also work, avoiding this way the "Netspend Card" step...

          Another option for internationals is to set up a U.S. LLC, then secure an EIN.

          With this you can secure U.S. business banking, bankcard merchant accounts, and even a U.S. business PayPal account if desired.

          With a U.S. bankcard account your sales fund direct deposit within 24 hours into your bank account, not PayPal's escrow hold.

          Once set-up, you can operate your U.S. company with online banking, VISA debit card, mobile access, and direct wire transfers to your local personal bank account for about $40 a month.

    Sounds like a lot of hoops to jump through. Since I value my Paypal account I may just give this one a miss. If they don't want other countries having these cards then they are not going to like people bending the rules to get them.

    Besides, I don't really see the big fuss with transferring money to a bank account. It usually takes 2 days max for me and since I am aware of that I know exactly when I need to transfer the money.

      I don't see why you would have to jump through any hoops in Puerto Rico as it's considered a US address.

      Puerto Rico isn't listed by paypal as a "foreign" country but is listed on a paypal site with U.S. states.

    I got this card after I received an email from PayPal telling me about it.

    However I decided not to use it due to the high fee's they charge for withdrawing my money.
