Can you tell me how to rip, edit and burn (author) DVDs?

I have Private Label Rights to a set of DVDs. I want to rip them to my PC, edit them, then burn/author them to a DVD playable on DVD players (not just computers).
Would Windows Movie Maker and DVD Maker do the job?
If not, does anyone know of any (ideally cheap/free) software I can use?
