Coupon Network for Cross-Sell Promotions?

Are there any large, well-established networks that offer sellers to offer coupons for cross-selling promotions. I've seen something like this on a number of sites where when you complete a purchase you are given offers to sign-up for other services/products and discounted rates (think free Magazine subscriptions, etc.) Again, this is post-purchase.

An example is say one company sells flowers and the other company sells chocolates. Is there a major network that both companies can sign-up with where they display the network's offer page after a purchase has been made. When they setup their account on the network, each seller was able to specify the cross-sell categories they want to target or even better yet, the specific sellers they want to cross-promote with. I suppose the other seller would need to approve the cross-sell offer to make sure it wasn't a competitor trying to steal some of their business. So when a person bought flowers they got a coupon for 10% off at the chocolate seller's site and vice versa.

Any thing like that out there now?
