How to E-mail my prospects?

After spending some time to think about how I can scale up my business, I have figured out a way to get e-mail address of local businesses in the US, UK and Australia. I would like to send out an e-mail with a custom proposal to each of them. Is there a way I can do this without looking to spammy? Is there a website or solution that could deliver proposals to my prospects without ending up in their Spam folder? I kinda don't wanna spend time with cold calling unless this method doesn't work well.

    I am afraid as long as the proposal email is mailed out without the acknowledgement or agreement of the recipients, it's deemed spamming! But this is not your concern, I guess you just need autoresponder.
