Where to go for techincal help?

Sorry if this isn't the place for a question like this.

I am having serious computer problems and I have no idea where to go.

If someone can point me in the right direction it would be greatly appreciated.

    I have vista. ugh.

    It was messing up and was not starting quite often.

    Startup repair doesn't work much.

    I tried going to safe mode and then I tried doing a system restore.

    It froze up and I tried turning it off and restarting and it came back as XP.....kind of.

    It is trying to load XP and has been for about an hour.
