Are domain names worthless without developing sites?

I just recently purchased a two-word domain name with a .co TLD. 12 characters. Highly lucrative keyword for broad match, phrase match, and exact match. Search volume = 8100 for exact match. The first and second pages of Google SERPS has a PR of 4 and 3 respectively. Others are 0 and a ?. No other previous owners for this .co domain name. I might plan on developing a site. Although if I don't develop a site, is the domain name worthless?

I don't know how reliable automated appraisal sites are, but I don't trust them one bit. Estibot appraised my .co domain name for a mere $20. Don't laugh. I think this domain name has a lot of potential. Seriously. BTW, what paid domain appraisal service do you recommend?

    Automated appraisals are pretty much worthless. Domains are not worthless, but finding the right buyer isn't always easy. .co will be tougher to sell than .com, .net or .org.
