Who to contact regarding e-mail lists with short circuited unsubscribe options?

I've had a string of at least four different e-mail lists that kept giving the message "no change was made" after repeatedly choosing to unsubscribe from their list. I guess this is a killer new method to make it look like you have a bigger willing list than you actually do, or whatever.

Without naming the culprits openly, I would just like to know which organization should be contacted to report spam abuse along these lines. I'm sure I'm not the only one who will find this info useful. Thanks.

If they're not honoring your request to unsubscribe, then
look at the full header information for the e-mails you have
    received from them.

You may find an unsubscribe address in the full header
information and a place to report abuse.

It also depends on whether they're using a third-party
autoresponder provider or their own server to send the
    e-mails.

If they're using a third-party autoresponder service, then
contact them. If are using their own server, then contact
the hosting company being used to host the e-mail sending
    software.
