The ball is in the sellers court, typically they need to first change the clientTransferProhibited settings in their control panel, then push the domain to your account.

Have the seller check if the domain name's eligible for transferring from Network
Solutions to Go Daddy. As in contact email is working, have that "unlocked" with
them, no privacy service on, and get the "EPP key" or auth code from them.

Depending on what both of you arranged, someone will eventually start the ball
rolling with Go Daddy and give that EPP key or auth code to them. Whoever will
start that process with Go Daddy will pay them a "transfer fee", then confirm it
with them via email or so.

Eventually Go Daddy will notify Network Solutions, Network Solutions would email
the seller or domain owner, then that person must also confirm it with them. The
whole process should take anywhere from 7-10 days, depending on how soon all
parties involved do their respective parts.

This won't be an instant process, so allow some time. Good luck.
