    In short, yes.

    But it may not be money best spent - if you've got a lot of views and comments, people may be more likely to click through but it's down to the quality of the video (and what you say in it) mostly.

    If I were you I would spread my video around (embed into as many pages as possible) which would boost the views for free, and spend the money on more videos / more SEO etc.
