Help with LIST segmenting

Im having trouble getting my buyers to finish the sale (wink, wink) and opt-in to my buyers list. Its like 50%!!! Surely theres a way to do this ? Figured some of you IM pros might help. After building a list of 100K and watching my launches go from 6 figures to 20K per launch Im finally segmenting !!! hahahah - Such an idiot - ANYWAY Im diggin it, I can already see amazing results that are so exciting, but 50% isnt going to work.

heres how I do it now.

Step 1 they buy
Step 2 the paypal thank you is my optin page
Step 3 they get the first email and I ship.

Again problem is only half are making it to step 2??

I even have confirmed opt-in turned off.

Am I doing somethng wrong?

    If that's the case, there must be something wrong with your sales page? that's causing the conversion rate not high enough.

    Why don't you do a split-test and try if you should change the steps order:
    They opt-in first > paypal link > download page?
    and in the emails, just provide them free quality information to keep them loyal.

    the conversion rate is over 10% thats not the problem, the list building isnt a problem either its getting the NEW buyers segmented to a buyer list.
