Service that provides the "info" bar at the top of your site?

Awhile back I came across a simple but cool little service that let you easily add a little drop down bar to the top of your site. You can use it to highlight stuff on your site, alert users to something new, promote something, pretty much anything you want. Now I have a use for it but I can't find my darn bookmark. Anyone know what I'm talking about? It's just a little skinny bar that sits at the top of your site, with room for 1 line of text, and you can make it disappear by clicking an X in the upper corner. Anyone??
