Hubpages is a content sharing site and Digg is a social bookmarking site. Hubpages allows you to write content on their website. When you write content on their site, you are allowed to put links to your site. So some of the people that read your content go to your site. And Digg allows you to bookmark or share your sites.

There is little connection between the two. Hubpages is a free blog like host where you create relatively stand-alone articles, those pages with a Hubpage score of 75 or better will provide dofollow links, making it a useful backlink source. Often Hubpage are used along with a mix of other social sites to create a link ring.

Digg is one of many social bookmarking sites that mat provide a little seo benefit, although the many links generated by semi automated post aids may have diluted the value of bookmarks.
