Can a sales letter ever get a 100% response?

I just got an email about joe vitale's 100% response sales letter. Does it really work? Has anyone tried it?

  hmm. wonder if he's talking about the letter Bruce Barton wrote for a school to 29(?) or so wealthy associates... that's the only letter I've heard of having a 100% response. I read the letter in "The Seven Lost Secrets of Success" by Joe Vitale.

  I just got done reading a sales letter that said my bank account would overflow with $100 bills and all I had to do was watch his video....

  Wrong. You don't have to watch the video...
  you only have to visualize watching it.

  There have been a number of letters over the years that got a 100% response rate.
  
  They're usually very small run (<100), highly targeted, and have a seriously irresistible offer.
  
  The thing is, you don't want a 100% response letter. You only think you do.
  
  If your letter is getting 100% you're not mailing it wide enough or driving traffic from enough sources.
  
  Give me a 1% response rate on the entire planet over a 100% response rate in any given niche any day.
