Is building backlinks for specific keywords will be of any use to a page that is not optimize for that keyword yet?

Say I build many backlinks for the keyword "german shepherd" but my page meta keyword is on "guard dogs"

    All backlinks count. It's important to vary your keyword. If you are targeting the keyword " german shepherd", you can use different keywords to make it look natural, like" german shepherd puppies","german shepherd dogs", etc

      oh, so you mean, I don't have to worry about setting the meta keyword on my web page?
      Because I don't have control over it yet at the moment.

        That's right. Google and Bing pay very little attention to mate keywords, but do use what's in your meta description on their results page to form part of the description summary.
